We have started the year in full swing, last Thursday January 12 HOGAR SÍ, Provivienda and some of the administrations that are part of the innovation projects "Housing Rights" and "H4Y FUTURE" we met in a session to address the next Homelessness Strategy 2023-2030. Following the finalization of the previous National Homelessness Strategy 2015-2020 the document that will guide the new strategy is currently under discussion.
During the workshop, moderated by political scientist Cristina Monge, the Community of Madrid, the Consell de Mallorca, the City Councils of Madrid, Murcia, Cartagena, Avilés and the organizations HOGAR SÍ and Provivienda were able to reflect on our role in the future Strategy and the points we want to incorporate into it.
In the first part of the session we addressed two challenges: how to approach from the strategy the transformation towards a housing-based system and how to promote the transformation of infrastructures to address this transition process. To achieve this, some ideas were mentioned, such as, for example, the establishment of a percentage of the autonomous communities' equity stock to homelessness; the inclusion of a specific plan for these buildings in the State Plan for Access to Housing; or the creation of a basic legal framework to support these decisions.

Another of the key points of the day was the debate on financing mechanisms and instruments to materialize these previous ideas, for which the need for specific financing mechanisms linked to specific objectives and which are contemplated in the Strategy, or the incorporation of the evaluation of public policies, was raised.
Finally, on how to materialize the participation and involvement of the actors, one of the key ideas that came out of the different roundtables was the creation of a technical monitoring body. In this sense, the need for public-private collaboration between administrations and third sector entities such as HOGAR SÍ and Provivienda and the exchange of information between the different actors involved was also highlighted.
Throughout the day it was also emphasized that the key to achieve this transformation is to generate a cultural change and pedagogy to work from a new perspective and with the involvement of all administrations. In the coming weeks we will continue working to incorporate all the results of this workshop in the working document of the next Strategy.
